All of this is illegal.
But if people consent, then it begins to fall under the principle-tort of “precedent” . It creates precedent.
The concept of precedent comes from British Common Law and is associated with the UCC (The standard which the UN operates under) which is not affiliated w US Constitutionally based law whatsoever.
I have been speaking on this for over ten years, and when confronted with it, UN and USG agency operatives admit it.
It is frequently (as in this case) subversion of the BOR guaranteed and Constitutionally protected sovereign and inalienable rights of each individual citizen.
Make sure to read the very last line in this EDC mailer. They think that litigation can be avoided by adding that disclaimer.
This is why you NEVER EVER agree to having your company, your employees or your own rights, violated.

No, it isn’t.
It is the onset of something which carries great harm and suffering, and has been done before throughout history.
It NEVER ended well then.
If people comply, that compliance infers “consent”, and the potential results are highly predictable, both in court and within the context of Local, State and National communities.
Actions always create some form of consequence. In this case consent is the action being sought. Vigilance regarding illegal requests masquerading as mandates-orders, is all that stands between us and complete tyrannical destruction.
We each will need to choose.
